Definition

An establishment that provides supervision, assistance, protection or personal care, in addition to room and board, to seven (7) or more adults. An adult foster care facility is other than a nursing home or a mental hospital for mental patients or a pre-release adjustment center. (A “home for the aged” is licensed as an adult foster care facility.)

Use regulations

Adult foster care facilities shall be subject to the following provisions: (1) Prior to the issuance of any permit to operate the home or facility, and no later than December 31st of each subsequent year, the applicant or operator shall submit to the Buildings and Safety Engineering Department a photocopy of a valid and current license issued by the State of Michigan. Proof of such licensing shall be required prior to the opening, and as a condition for the continued operation, of any adult foster care facility; (2) Safe areas for pick-up and discharge of users shall be provided that do not interfere with the free flow of traffic on adjacent streets; and (3) In the R1 and R2 Districts, state-licensed residential facilities for six (6) or fewer persons, as provided for in Sec. 206 of the Michigan Zoning Enabling Act, being MCL 125.3206, are governed by the provisions of the Act.
